Sahih International:

And they request from you, [O Muhammad], a [legal] ruling concerning women. Say, "Allah gives you a ruling about them and [about] what has been recited to you in the Book concerning the orphan girls to whom you do not give what is decreed for them - and [yet] you desire to marry them - and concerning the oppressed among children and that you maintain for orphans [their rights] in justice." And whatever you do of good - indeed, Allah is ever Knowing of it.

1 A. J. Arberry

They will ask thee for a pronouncement concerning women. Say: 'God pronounces to you concerning them, and what is recited to you in the Book concerning the orphan women to whom you give not what is prescribed for them, and yet desire to marry them, and the oppressed children, and that you secure justice for orphans. Whatever good you do, God knows of it.'

2 Abdul Haleem

They ask you [Prophet] for a ruling about women. Say, ‘God Himself gives you a ruling about them. You already have what has been recited to you in the Scripture about orphan girls [in your charge] from whom you withhold the prescribed shares [of their inheritance] and whom you wish to marry, and also about helpless children- God instructs you to treat orphans fairly: He is well aware of whatever good you do.’

3 Abdul Majid Daryabadi

And they ask thy decree concerning women. Say thou: Allah decreeth unto you concerning them and so do the revelations that have been rehearsed unto you in the Book concerning the orphan women unto whom yes give not that which is prescribed for them and yet desire that ye shall wed them, and concerning the oppressed children, and concerning this, that ye shall deal with the orphans in equity, and whatsoever of good ye de, then verily thereof Allah is ever Aware.

4 Abdullah Yusuf Ali

They ask thy instruction concerning the women say; Allah doth instruct you about them; And (remember) what hath been rehearsed unto you in the Book, concerning the orphans of women to whom ye give not the portions prescribed, and yet whom ye desire to marry, as also concerning the children who are weak and oppressed; that ye stand firm for justice to orphans. There is not a good deed which ye do, but Allah is well-acquainted therewith.

5 Abul Ala Maududi

They ask you to pronounce laws concerning women, say: 'Allah pronounces to you concerning them, and reminds you of the injunctions which were recited to you in the Book about female orphans whom you do not give what has been ordained for them and whom you wish to marry (out of greed)', and the commandments relating to the children who are weak and helpless. Allah directs you to treat the orphans with justice. Allah is well aware of whatever good you do.

6 Ahmed Ali

And they ask you for judgement about women. Tell them: "God has given you instructions about them. You also read them in the Book concerning orphaned women (in your charge) to whom you deny their ordained rights and yet wish to take them in marriage, as well as in respect of helpless children, that you should be just in the matter of orphans." The good you do is known to God.

7 Ahmed Raza Khan

And they ask you the decree concerning women; say, “Allah gives you a decree concerning them – and what is recited to you from the Qur’an concerning orphan girls, that you are not giving them which is ordained for them, and you are avoiding marrying them – and concerning the weak children, and that you must firmly establish justice in dealing with the orphans’ rights; and whatever good deeds you do, then Allah is Well Aware of it.”

8 Ali Quli Qarai

They seek your ruling concerning women. Say, ‘Allah gives you a ruling concerning them and what is announced to you in the Book concerning girl orphans—whom you do not give what has been prescribed for them, and yet you desire to marry them—and about the weak among children: that you should maintain the orphans with justice, and whatever good you do, indeed Allah knows it well.

9 Ali Ünal

(O Messenger!) They ask you to pronounce laws concerning women. Answer them: "God pronounces to you the laws concerning them and it is recited to you in this Book concerning female orphans, to whom you do not give what has been ordained for them (as bridal-due or for their maintenance), and yet desire to marry them (out of greed to get their charms or wealth for yourself, or by refusing to let them marry to continue benefiting from their wealth); and also concerning the weak, helpless children (whose rights should be protected), and that you must be assiduous in observing the rights of orphans." Whatever good you do – surely God has full knowledge of it.

10 Amatul Rahman Omar

And they seek your ruling with regard to (marrying) women (having no husbands). Say, `Allâh gives you His ruling about them and He reminds you the ruling as has (already) been mentioned to you in this Book regarding women without husbands (- widows, divorced, or yet to be married) to whom you do not give their rights prescribed for them, yet you feel inclined to get them in marriage (with a mind to take over their belongings) and (the ruling is also regarding) the helpless children. (He enjoins you to) stand firm in observing equity towards the orphans. And (remember) whatever good you do Allâh knows it very well.

11 English Literal

And they ask for your opinion/clarification in the women, say: "God decreed/clarifies in them (F), and what is read/recited on you in The Book in the women orphans/minors that lose their father, those who (F) you did not give them (F) what was written/dictated to them (F), and you desire that you marry them (F), and the weakened from the children/new borns, and that you take care of to the orphans/minors that61lose their father with the just/equitable; and what you make/do from goodness, so that God was/is with it knowledgeable."

13 Hamid S. Aziz

It may be that you will not be able to act equitably to your wives, even though you ardently desire to. But do not turn away from her, leaving her in suspense. If you come to a friendly understanding and avoid evil, then Allah is Forgiving and Merciful.

14 Hilali & Khan

The Ruling Concerning Female Orphans

Allah says;

They ask your instruction concerning women. Say;"Allah instructs you about them, and about what is recited unto you in the Book concerning the orphan girls whom you give not what they deserve and yet whom you desire to marry,

Al-Bukhari recorded that Aishah said about the Ayah,

"It is about the man who is taking care of a female orphan, being her caretaker and inheritor. Her money is joined with his money to such an extent, that she shares with him even the branch of a date that he has. So he likes (for material gain) to marry her himself, and hates to marry her to another man who would have a share in his money, on account of her share in his money. Therefore, he refuses to let her marry anyone else. So, this Ayah was revealed."

Muslim also recorded it.

Ibn Abi Hatim recorded that Aishah said,

"The people asked Allah's Messenger (about orphan girls), so Allah revealed,
(They ask your instruction concerning women. Say, "Allah instructs you about them and about what is recited unto you in the Book...").

What is meant by Allah's saying, `And about what is recited unto you in the Book' is the former verse (4;3) which said,
(If you fear that you shall not be able to deal justly with the orphan girls, then marry (other) women of your choice.)"

Aishah said,

"Allah's statement,
(whom you desire to marry...) also refers to the desire of the guardian not to marry an orphan girl under his supervision when she lacks property or beauty. The guardians were forbidden to marry their orphan girls possessing property and beauty without being just to them, as they generally refrain from marrying them (when they are neither beautiful nor wealthy)."

The basis of this is recorded in Two Sahihs.

Consequently, when a man is the caretaker of a female orphan, he might like to marry her himself. In this case, Allah commands him to give her a suitable dowry that other women of her status get. If he does not want to do that, then let him marry other women, for Allah has made this matter easy for Muslims.

Sometimes, the caretaker does not desire to marry the orphan under his care, because she is not attractive to his eye. In this case, Allah forbids the caretaker from preventing the female orphan from marrying another man for fear that her husband would share in the money that is mutually shared between the caretaker and the girl.

Ali bin Abi Talhah said that Ibn Abbas said,

"During the time of Jahiliyyah, the caretaker of a female orphan would cover her with his rope, and when he did that, no man would marry her. If she was beautiful and he desired to marry her, he married her and took control of her wealth. If she was not beautiful, he did not allow her to marry until she died, and when she died he inherited her money. Allah prohibited and outlawed this practice. "

and the children who are weak and oppressed,

He also said about Allah's statement,

that during the time of Jahiliyyah, they used to deny young children and females a share of inheritance. So Allah's statement,
(you give not what they deserve) thus prohibiting this practice and designating a fixed share for each,
(To the male, a portion equal to that of two females..) whether they were young or old, as Sa`id bin Jubayr and others stated.

and that you stand firm for justice to orphans.

Sa`id bin Jubayr said about Allah's statement,

"Just as when she is beautiful and wealthy you would want to marry her and have her for yourself, so when she is not wealthy or beautiful, marry her and have her for yourself."

Allah's statement,

And whatever good you do, Allah is Ever All-Aware of it.

encourages performing the good deeds and fulfilling the commandments, and states that Allah is knowledgeable of all of this and He will reward for it in the best and most perfect manner
