Therein [i.e., on that night] is made distinct every precise matter – (Ad-Dukhan [44] : 4)

26 Tafsir jalalayn
In it, that is to say, on the Night of Ordainment, or on the eve of the middle of Sha`bn, every definitive matter, that has been fixed, with regard to the provisions and the terms of life and other things [decreed by God] for the entire year until that same night again [the following year], is distinguished, is decided.
27 Tafseer Ibn Kathir
Therein (that night) is decreed every matter, Hakim.
means, on Laylatul-Qadr, the decrees are transferred from Al-Lawh Al-Mahfuz to the (angelic) scribes who write down the decrees of the (coming) year including life span, provision, and what will happen until the end of the year.
This was narrated from Ibn Umar, Mujahid, Abu Malik, Ad-Dahhak and others among the Salaf.
حَكِيمٍ (Hakim) means decided or confirmed, which cannot be changed or altered.
Allah says
28 Almuntakhab Fi Tafsir Alquran Alkarim
A night in which every affair proceeding from Him, the Absolute source of wisdom, is disposed of in the manner imparting knowledge, wisdom and spiritual light and displaying Allah's Omnipotence and Authority
