هُمُ الَّذِيْنَ كَفَرُوْا وَصَدُّوْكُمْ عَنِ الْمَسْجِدِ الْحَرَامِ وَالْهَدْيَ مَعْكُوْفًا اَنْ يَّبْلُغَ مَحِلَّهٗ ۚوَلَوْلَا رِجَالٌ مُّؤْمِنُوْنَ وَنِسَاۤءٌ مُّؤْمِنٰتٌ لَّمْ تَعْلَمُوْهُمْ اَنْ تَطَـُٔوْهُمْ فَتُصِيْبَكُمْ مِّنْهُمْ مَّعَرَّةٌ ۢبِغَيْرِ عِلْمٍ ۚ لِيُدْخِلَ اللّٰهُ فِيْ رَحْمَتِهٖ مَنْ يَّشَاۤءُۚ لَوْ تَزَيَّلُوْا لَعَذَّبْنَا الَّذِيْنَ كَفَرُوْا مِنْهُمْ عَذَابًا اَلِيْمًا  ( الفتح: ٢٥ )

waṣaddūkum
وَصَدُّوكُمْ
and hindered you
ʿani
عَنِ
from
l-masjidi
ٱلْمَسْجِدِ
Al-Masjid Al-Haraam
l-ḥarāmi
ٱلْحَرَامِ
Al-Masjid Al-Haraam
wal-hadya
وَٱلْهَدْىَ
while the offering
maʿkūfan
مَعْكُوفًا
(was) prevented
an
أَن
from
yablugha
يَبْلُغَ
reaching
maḥillahu
مَحِلَّهُۥۚ
its place (of sacrifice)
walawlā
وَلَوْلَا
And if not
rijālun
رِجَالٌ
(for) men
mu'minūna
مُّؤْمِنُونَ
believing
wanisāon
وَنِسَآءٌ
and women
mu'minātun
مُّؤْمِنَٰتٌ
believing
lam
لَّمْ
not
taʿlamūhum
تَعْلَمُوهُمْ
you knew them
an
أَن
that
taṭaūhum
تَطَـُٔوهُمْ
you may trample them
fatuṣībakum
فَتُصِيبَكُم
and would befall you
min'hum
مِّنْهُم
from them
maʿarratun
مَّعَرَّةٌۢ
any harm
bighayri
بِغَيْرِ
without
ʿil'min
عِلْمٍۖ
knowledge
liyud'khila
لِّيُدْخِلَ
That Allah may admit
l-lahu
ٱللَّهُ
That Allah may admit
فِى
to
raḥmatihi
رَحْمَتِهِۦ
His Mercy
man
مَن
whom
yashāu
يَشَآءُۚ
He wills
law
لَوْ
If
tazayyalū
تَزَيَّلُوا۟
they had been apart
laʿadhabnā
لَعَذَّبْنَا
surely, We would have punished
alladhīna
ٱلَّذِينَ
those who
kafarū
كَفَرُوا۟
disbelieved
min'hum
مِنْهُمْ
among them
ʿadhāban
عَذَابًا
(with) a punishment
alīman
أَلِيمًا
painful

Humul lazeena kafaroo wa saddookum 'anil-Masjidil-Haraami walhadya ma'koofan any yablugha mahillah; wa law laa rijaalum mu'minoona wa nisaaa'um mu'minaatul lam ta'lamoohum an tata'oohum fatuseebakum minhum ma'arratum bighairi 'ilmin liyud khilal laahu fee rahmatihee many yashaaa'; law tazayyaloo la'azzabnal lazeena kafaroo minhum 'azaaban aleema (al-Fatḥ 48:25)

Sahih International:

They are the ones who disbelieved and obstructed you from al-Masjid al-Haram while the offering was prevented from reaching its place of sacrifice. And if not for believing men and believing women whom you did not know – that you might trample [i.e., kill] them and there would befall you because of them dishonor without [your] knowledge – [you would have been permitted to enter Makkah]. [This was so] that Allah might admit to His mercy whom He willed. If they had been apart [from them], We would have punished those who disbelieved among them with painful punishment (Al-Fath [48] : 25)

1 Mufti Taqi Usmani

They are those who disbelieved and prevented you from the Sacred Mosque (Al-Masjid-ul-Harām ), and (prevented) the sacrificial animals that were detained from reaching their due place. And (Allah would have allowed you to fight,) had there not been believing men and believing women whom you did not know that you might have trampled them, and thus a painful situation might have arisen for you because of them unknowingly; (This situation was avoided) so that Allah may admit to His mercy whom He wills.And if they (the believing men and women) had moved (from Makkah), We would surely have punished those of them who disbelieved with a painful punishment.
