فَقَالَ الْمَلَؤُا الَّذِيْنَ كَفَرُوْا مِنْ قَوْمِهٖ مَا هٰذَآ اِلَّا بَشَرٌ مِّثْلُكُمْۙ يُرِيْدُ اَنْ يَّتَفَضَّلَ عَلَيْكُمْۗ وَلَوْ شَاۤءَ اللّٰهُ لَاَنْزَلَ مَلٰۤىِٕكَةً ۖمَّا سَمِعْنَا بِهٰذَا فِيْٓ اٰبَاۤىِٕنَا الْاَوَّلِيْنَ ۚ  ( المؤمنون: ٢٤ )

faqāla
فَقَالَ
But said
l-mala-u
ٱلْمَلَؤُا۟
the chiefs
alladhīna
ٱلَّذِينَ
(of) those who
kafarū
كَفَرُوا۟
disbelieved
min
مِن
among
qawmihi
قَوْمِهِۦ
his people
مَا
"This is not
hādhā
هَٰذَآ
"This is not
illā
إِلَّا
but
basharun
بَشَرٌ
a man
mith'lukum
مِّثْلُكُمْ
like you
yurīdu
يُرِيدُ
he wishes
an
أَن
to
yatafaḍḍala
يَتَفَضَّلَ
assert (his) superiority
ʿalaykum
عَلَيْكُمْ
over you
walaw
وَلَوْ
and if
shāa
شَآءَ
Allah had willed
l-lahu
ٱللَّهُ
Allah had willed
la-anzala
لَأَنزَلَ
surely He (would have) sent down
malāikatan
مَلَٰٓئِكَةً
Angels
مَّا
Not
samiʿ'nā
سَمِعْنَا
we heard
bihādhā
بِهَٰذَا
of this
فِىٓ
from
ābāinā
ءَابَآئِنَا
our forefathers
l-awalīna
ٱلْأَوَّلِينَ
our forefathers

Faqaalal mala'ul lazeena kafaroo min qawmihee maa haazaaa illaa basharum mislukum yureedu ai yatafaddala 'alaikum wa law shaaa'al laahu la anzala malaaa'ikatam maa sami'naa bihaazaa feee aabaaa'inal awwaleen (al-Muʾminūn 23:24)

Sahih International:

But the eminent among those who disbelieved from his people said, "This is not but a man like yourselves who wishes to take precedence over you; and if Allah had willed [to send a messenger], He would have sent down angels. We have not heard of this among our forefathers. (Al-Mu'minun [23] : 24)

1 Mufti Taqi Usmani

So, said the disbelieving chiefs from among his nation, “This (man) is nothing but a human being like you. He wishes to impose his superiority over you. Had Allah willed, He would have sent down angels (instead of him). We have not heard of such a thing among our forefathers.
