وَمِنْهُم
And among them
man
مَّن
(are some) who
yastamiʿūna
يَسْتَمِعُونَ
listen

إِلَيْكَۚ
to you.
afa-anta
أَفَأَنتَ
But (can) you
tus'miʿu
تُسْمِعُ
cause the deaf to hear
l-ṣuma
ٱلصُّمَّ
cause the deaf to hear
walaw
وَلَوْ
even though
kānū
كَانُوا۟
they [were]
لَا
(do) not
yaʿqilūna
يَعْقِلُونَ
use reason?

Wa minhum mai yastami'oona iliak; afa anta tusmi'us summa wa law kaanoo la ya'qiloon

Sahih International:

And among them are those who listen to you. But can you cause the deaf to hear, although they will not use reason?

And of them are some who listen to you, when you recite the Qur'n. But will you make the deaf to hear -- He likens them [the Meccan disbelievers] to these [the deaf] because they are not able to benefit from what is recited to them -- even though, with their deafness, they do not understand?, [even though they do not] reflect?

24 Tafseer Ibn Kathir

Allah then said;

وَمِنْهُم مَّن يَسْتَمِعُونَ إِلَيْكَ


And among them are some who listen to you,

They listen to your beautiful talk and to the Glorious Qur'an. They listen to your truthful, eloquent and authentic Hadiths that are useful to the hearts, the bodies and their faith. This is indeed a great benefit and is sufficient. But guiding the people to the truth is not up to you or to them. You cannot make the deaf hear. Therefore you cannot guide these people except if Allah wishes.

أَفَأَنتَ تُسْمِعُ الصُّمَّ وَلَوْ كَانُواْ لَا يَعْقِلُونَ




but can you make the deaf to hear -- even though they apprehend not!
