وَمَا كَانَ رَبُّكَ لِيُهْلِكَ الْقُرٰى بِظُلْمٍ وَّاَهْلُهَا مُصْلِحُوْنَ  ( هود: ١١٧ )

كَانَ
would
rabbuka
رَبُّكَ
your Lord
liyuh'lika
لِيُهْلِكَ
destroy
l-qurā
ٱلْقُرَىٰ
the cities
biẓul'min
بِظُلْمٍ
unjustly
wa-ahluhā
وَأَهْلُهَا
while its people
muṣ'liḥūna
مُصْلِحُونَ
(were) reformers

Wa maa kaana Rabbuka liyuhlikal quraa bizulminw wa ahluhaa muslihoon (Hūd 11:117)

Sahih International:

And your Lord would not have destroyed the cities unjustly while their people were reformers. (Hud [11] : 117)

Your Lord is not such that He would destroy the towns unjustly while their people are good in their ways.
