وَقَالَ الَّذِيْنَ كَفَرُوْا لَنْ نُّؤْمِنَ بِهٰذَا الْقُرْاٰنِ وَلَا بِالَّذِيْ بَيْنَ يَدَيْهِۗ وَلَوْ تَرٰىٓ اِذِ الظّٰلِمُوْنَ مَوْقُوْفُوْنَ عِنْدَ رَبِّهِمْۖ يَرْجِعُ بَعْضُهُمْ اِلٰى بَعْضِ ِۨالْقَوْلَۚ يَقُوْلُ الَّذِيْنَ اسْتُضْعِفُوْا لِلَّذِيْنَ اسْتَكْبَرُوْا لَوْلَآ اَنْتُمْ لَكُنَّا مُؤْمِنِيْنَ   ( سبإ: ٣١ )

waqāla
وَقَالَ
And say
alladhīna
ٱلَّذِينَ
those who
kafarū
كَفَرُوا۟
disbelieve
lan
لَن
"Never will
nu'mina
نُّؤْمِنَ
we believe
bihādhā
بِهَٰذَا
in this
l-qur'āni
ٱلْقُرْءَانِ
Quran
walā
وَلَا
and not
bi-alladhī
بِٱلَّذِى
in (that) which
bayna
بَيْنَ
(was) before it"
yadayhi
يَدَيْهِۗ
(was) before it"
walaw
وَلَوْ
But if
tarā
تَرَىٰٓ
you (could) see
idhi
إِذِ
when
l-ẓālimūna
ٱلظَّٰلِمُونَ
the wrongdoers
mawqūfūna
مَوْقُوفُونَ
will be made to stand
ʿinda
عِندَ
before
rabbihim
رَبِّهِمْ
their Lord
yarjiʿu
يَرْجِعُ
will throw back
baʿḍuhum
بَعْضُهُمْ
some of them
ilā
إِلَىٰ
to
baʿḍin
بَعْضٍ
others
l-qawla
ٱلْقَوْلَ
the word
yaqūlu
يَقُولُ
Will say
alladhīna
ٱلَّذِينَ
those who
us'tuḍ'ʿifū
ٱسْتُضْعِفُوا۟
were oppressed
lilladhīna
لِلَّذِينَ
to those who
is'takbarū
ٱسْتَكْبَرُوا۟
were arrogant
lawlā
لَوْلَآ
"If not
antum
أَنتُمْ
(for) you
lakunnā
لَكُنَّا
certainly we (would) have been
mu'minīna
مُؤْمِنِينَ
believers"

Wa qaalal lazeena kafaroo lan nu'mina bihaazal Quraani wa laa billazee baina yadayh; wa law taraaa iziz zaalimoona mawqoofoona 'inda Rabbihim yarji'u ba'duhum ilaa ba'dinil qawla yaqoolul lazeenas tud'ifoo lillazeenas takbaroo law laaa antum lakunnaa mu'mineen (Sabaʾ 34:31)

Sahih International:

And those who disbelieve say, "We will never believe in this Quran nor in that before it." But if you could see when the wrongdoers are made to stand before their Lord, refuting each others' words... Those who were oppressed will say to those who were arrogant, "If not for you, we would have been believers." (Saba [34] : 31)

1 Mufti Taqi Usmani

Those who disbelieve say, “We will never believe in this Qur’ān, nor in that which was before it.” But if only you could see when the wrongdoers will be made to stand before their Lord, repulsing words (of blame) to one another! Those who were held as weak will say to the overbearing, “Had you not been there, we would have been believers.”
