رَفِيْعُ الدَّرَجٰتِ ذُو الْعَرْشِۚ يُلْقِى الرُّوْحَ مِنْ اَمْرِهٖ عَلٰى مَنْ يَّشَاۤءُ مِنْ عِبَادِهٖ لِيُنْذِرَ يَوْمَ التَّلَاقِۙ  ( غافر: ١٥ )

Rafee'ud darajaati zul 'Arshi yulqir rooha min amrihee 'alaa mai yashaaa'u min 'ibaadihee liyunzira yawmat talaaq (Ghāfir 40:15)

Sahih International:

[He is] the Exalted above [all] degrees, Owner of the Throne; He places the inspiration of His command [i.e., revelation] upon whom He wills of His servants to warn of the Day of Meeting. (Ghafir [40] : 15)

1 Mufti Taqi Usmani

He is High in stations, the Lord of the Throne. He sends the spirit down, under His command, on whomever He wills from among His servants, so that he warns of the Day of Encounter -
