It is He who shows you lightning, [causing] fear and aspiration, and generates the heavy clouds. (Ar-Ra'd [13] : 12)

He it is Who shows you the lightning, [inspiring] fear, in travellers, of thunderbolts, and hope, for those who are at home, of rain; and He produces, He creates, the clouds that are heavy, with rain.
27 Tafseer Ibn Kathir
Clouds, Thunder and Lightning are Signs of Allah's Power
Allah says;
هُوَ الَّذِي يُرِيكُمُ الْبَرْقَ
It is He Who shows you the lightning,
Allah states that He has full power over Al-Barq (lightning), which is the bright light that originates from within clouds.
Ibn Jarir recorded that;
Ibn Abbas once wrote to Abu Al-Jald asking about the meaning of Al-Barq, and he said that it is water.
خَوْفًا وَطَمَعًا
as a fear and as a hope.
Qatadah commented on Allah's statement,
"Fear for travelers, for they feel afraid of its harm and hardship, and hope for residents, awaiting its blessing and benefit and anticipating Allah's provisions."
Allah said next,
وَيُنْشِىءُ السَّحَابَ الثِّقَالَ
And it is He Who brings up the clouds, heavy.
meaning, He originates the clouds that are heavy and close to the ground because of being laden with rain.
Mujahid said that;
this part of the Ayah is about clouds that are heavy with rain.
Allah's statement
28 Almuntakhab Fi Tafsir Alquran Alkarim
He is it Who exhibits to view the lightening -the electrical discharges between groups of clouds or between the clouds and the ground- which actuate you people with the feeling of fear. It might bring suffering, strike one dead or engender a cyclonic storm. Also with the feeling of hope of rainfalls to revive the land that has been pined with drought- and He is it Who engenders the thick clouds, the cumulus and the cumulus nimbus
