قُلْ مَنْ رَّبُّ السَّمٰوٰتِ وَالْاَرْضِۗ قُلِ اللّٰهُ ۗقُلْ اَفَاتَّخَذْتُمْ مِّنْ دُوْنِهٖٓ اَوْلِيَاۤءَ لَا يَمْلِكُوْنَ لِاَنْفُسِهِمْ نَفْعًا وَّلَا ضَرًّاۗ قُلْ هَلْ يَسْتَوِى الْاَعْمٰى وَالْبَصِيْرُ ەۙ اَمْ هَلْ تَسْتَوِى الظُّلُمٰتُ وَالنُّوْرُ ەۚ اَمْ جَعَلُوْا لِلّٰهِ شُرَكَاۤءَ خَلَقُوْا كَخَلْقِهٖ فَتَشَابَهَ الْخَلْقُ عَلَيْهِمْۗ قُلِ اللّٰهُ خَالِقُ كُلِّ شَيْءٍ وَّهُوَ الْوَاحِدُ الْقَهَّارُ  ( الرعد: ١٦ )

"Who
rabbu
رَّبُّ
(is) the Lord
l-samāwāti
ٱلسَّمَٰوَٰتِ
(of) the heavens
wal-arḍi
وَٱلْأَرْضِ
and the earth?"
quli
قُلِ
Say
l-lahu
ٱللَّهُۚ
"Allah"
qul
قُلْ
Say
afa-ittakhadhtum
أَفَٱتَّخَذْتُم
"Have you then taken
min
مِّن
from
dūnihi
دُونِهِۦٓ
besides Him
awliyāa
أَوْلِيَآءَ
protectors
لَا
not
yamlikūna
يَمْلِكُونَ
they have power
li-anfusihim
لِأَنفُسِهِمْ
for themselves
nafʿan
نَفْعًا
(to) benefit
walā
وَلَا
and not
ḍarran
ضَرًّاۚ
(to) harm?"
qul
قُلْ
Say
hal
هَلْ
"Is
yastawī
يَسْتَوِى
equal
l-aʿmā
ٱلْأَعْمَىٰ
the blind
wal-baṣīru
وَٱلْبَصِيرُ
and the seeing?
am
أَمْ
Or
hal
هَلْ
is
tastawī
تَسْتَوِى
equal
l-ẓulumātu
ٱلظُّلُمَٰتُ
the darkness[es]
wal-nūru
وَٱلنُّورُۗ
and the light?
am
أَمْ
Or
jaʿalū
جَعَلُوا۟
they attribute
lillahi
لِلَّهِ
to Allah
shurakāa
شُرَكَآءَ
partners
khalaqū
خَلَقُوا۟
who created
kakhalqihi
كَخَلْقِهِۦ
like His creation
fatashābaha
فَتَشَٰبَهَ
so that seemed alike
l-khalqu
ٱلْخَلْقُ
the creation
ʿalayhim
عَلَيْهِمْۚ
to them?"
quli
قُلِ
Say
l-lahu
ٱللَّهُ
"Allah
khāliqu
خَٰلِقُ
(is) the Creator
kulli
كُلِّ
of all
shayin
شَىْءٍ
things
wahuwa
وَهُوَ
and He
l-wāḥidu
ٱلْوَٰحِدُ
(is) the One
l-qahāru
ٱلْقَهَّٰرُ
the Irresistible"

Wul mar Rabbus samaawaati wal ard; qulillaah; qul afattakhaztum min dooniheee awliyaaa'a laa yamlikoona li anfusihim naf'anw wa laa darraa; qul hal yastawil a'maa wal baseeru am hal tastawiz zulumaatu wannoor; am ja'aloo lillaahi shurakaaa'a khalaqoo kakhalqihee fatashaa bahal khalqu 'alaihim; qulil laahu Khaaliqu kulli shai'inw wa Huwal Waahidul Qahhar (ar-Raʿd 13:16)

Sahih International:

Say, "Who is Lord of the heavens and earth?" Say, "Allah." Say, "Have you then taken besides Him allies not possessing [even] for themselves any benefit or any harm?" Say, "Is the blind equivalent to the seeing? Or is darkness equivalent to light? Or have they attributed to Allah partners who created like His creation so that the creation [of each] seemed similar to them?" Say, "Allah is the Creator of all things, and He is the One, the Prevailing." (Ar-Ra'd [13] : 16)

1 Mufti Taqi Usmani

Say, “Who is the Lord of the heavens and the earth?” Say, “Allah.” Say, “Have you, then, taken as protectors those besides Him who possess no power to cause benefit or harm even to themselves?” Say, “Is it that a blind person and a sighted one are equal, or that all sorts of the darkness and the light are alike?” Or, have they ascribed such partners with Allah who (according to their belief) have created (some of the creation) as He has created, and thus the creation seemed to them alike? Say, “Allah is the Creator of all things, and He is the One, the All-Dominant.”
