ذٰلِكَ اَنْ لَّمْ يَكُنْ رَّبُّكَ مُهْلِكَ الْقُرٰى بِظُلْمٍ وَّاَهْلُهَا غٰفِلُوْنَ   ( الأنعام: ١٣١ )

وَأَهْلُهَا
while their people
ghāfilūna
غَٰفِلُونَ
(are) unaware

Zaalika al lam yakkur Rabbuka muhlikal quraa bizulminw wa ahluhaa ghaafiloon (al-ʾAnʿām 6:131)

Sahih International:

That is because your Lord would not destroy the cities for wrongdoing while their people were unaware. (Al-An'am [6] : 131)

That (Allah sends messengers) is because your Lord is not to destroy any towns on account of any wrongdoing, while their people are unaware.
